Obama Just Got His Private Reserve Army

Remember this speech that Barack Obama gave back in 2008 eluding to the fact that he wanted a civilian army force that doesn't swear to uphold the Constitution:



Well, it looks like Obama has gotten his way…and no one seems to have noticed. It is buried in the Senate revisions to the health care bill.
Subtitle C–Increasing the Supply of the Health Care Workforce
Sec. 5201. Federally supported student loan funds.
Sec. 5202. Nursing student loan program.
Sec. 5203. Health care workforce loan repayment programs.
Sec. 5204. Public health workforce recruitment and retention programs.
Sec. 5205. Allied health workforce recruitment and retention programs.
Sec. 5206. Grants for State and local programs.
Sec. 5207. Funding for National Health Service Corps.
Sec. 5208. Nurse-managed health clinics.
Sec. 5209. Elimination of cap on commissioned corps.
Sec. 5210. Establishing a Ready Reserve Corps.

SEC. 5210. ESTABLISHING A READY RESERVE CORPS.

Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:

SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.
(a) ESTABLISHMENT–

(1) IN GENERAL.–here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.

(2) REQUIREMENT.–All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.

(3) APPOINTMENT.–Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.

(4) ACTIVE DUTY.–Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.

(5) WARRANT OFFICERS.–Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.

(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.
[Note here that those personally appointed by BO -- without advice and consent of the Senate -- automatically become a part of the Regular Corps. Ed.]

(c) PURPOSE AND USE OF READY RESERVE.–

(1) PURPOSE.–The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.

(2) USES.–The Ready Reserve Corps shall–

(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.
(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

I bet no one thought President Obama was creating another army with health care, but it looks like it has happened.

  1. This is not a private army. The ready reserve has been in existence for over 60 years. Oh, he would love to have a group of thugs like Hugo Chavez has, but this ain't it.

    "SEC. 5210. ESTABLISHING A READY RESERVE CORPS."

    Denote the word "establishing"....this is NOT the "ready reserve" as we know it....The REGULAR reserve is ALREADY established....and.....the regular reserve is NOT under the command of the "surgeon general"...nor does it have ANY need to circumvent civil service law.

  5. This, along with H.R.1388, is very dangerous. It is equivalent to Hitlers SS.
    Of course, if all the states will become a co-operative and wrench away this "civilian military" turning them into a state militia for each state, swearing alligence to each other, then I say "Go for it!"

  6. I suggest, if you are "establishing" something, it is NOT YET established! This bill, along with House Resolution 1388, which is already law, establishes a civilian military, "ANSWERING ONLY TO THE EXECUTIVE." unquote! 1388 also suggests they start training youngsters at the age of eleven.
    It also establishes those involved in Americorp and Habitat for humanity to be a part of this.

  8. Obama has to create his own little army because our military will not follow if he intends to harm. They take an oath to:

    I, (NAME), do solemnly swear (or affirm) that I will support and defend the Constitution of the United States and the State of (STATE NAME) against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; and that I will obey the orders of the President of the United States and the Governor of (STATE NAME) and the orders of the officers appointed over me, according to law and regulations. So help me God.

    This is the Guard oath which adds the Governor of their state. Obama is working to pull together those still in or those discharged from military and other areas with his ppl in charge. Remember that Interpol can now come after us with his Executive Order although it flies in the face of our constitution.

    Almost all military will NOT come after us. I urge everyone to read the Presidential actions every day and check out the Federal Register where he is usurping the law every single day.

    He is declaring every state a disaster area to allow federal government to come in and take some control. He is giving HHS Sebelius control of any disaster area allowing her department to come in an take over if necessary.

    Every day he tweaks laws and code and those of us who research it want to throw up. Obamacare was in the 2009 Stimulus and Recovery bills and they have been preparing things all year. He needed this bill to cement his plans.

    Check out Agenda 21 with the UN, WHO, IMF, World Bank, NATO, etc., we are entwined in their global plan so fight ppl.

  9. Why does a Health Care Bill, which is to make sure everyone has has health insurance, need a Ready Reserve Corps with Commissioned officers to meet routine public health?
    And isn't FEMA supposed to handle emergency response missions?

  12. If anyone cares, starting form the 1700's til the present day, there has always been a civilian militia, in one form or another. Start with the Minute Men. Civilians who were NOT military, who fought for there towns and homes.

    The National Guard, sprang from these movements. Even today, we have militias in states that the government comes down on. BOTH Democrats and Republicans view any civilian that is willing to defend their home against threats foreign, and domestic, as a threat. This is a way to bring some sense of what this country was founded on back into the light.

    Agree or disagree as you may, this country wasn't first fought for by an army, but by regular people, who did what they thought was right.

  14. This Health Care Bill says these Ready Reserve Corp will be selected by the President. This is his personal hand picked army. Whether you want to believe it or not he has big plans. I'm sure FEMA will also be involved. This is not an army of the people it is for the President to do as he pleases, not good for the average American.

  16. Yes, a lot of garbage was loaded into this supposed health care bill. It is what politicians do.

    To further develop this part will need more laws to be pasted.

    I don't tend to get excited just yet. We need to fight in the halls of Congress until this fall. And vote these folks out. If we fail then we can worry.

    One; The Tea Party.
    Two: Sara Palin.
    All we need is that third leg for one of the best example of the most stable foundation that is man made.
    The "Triad" is what Christian Faith is based on.
    The Triad is what this country's government was founded on.
    Any old fashioned milk maid sat on a three legged stool.

    The key, as I see it, to win this upcoming election, is to remember that the triad does not work when it tries to defeat the two party system.
    That means the first two legs, as described above, must find a third that will create a platform that will bring freedoms back to the people where they belong, those given by our "creator" (each to their own) only.
    The first two legs must convince potential candidates there is no "center" when it comes to the Constitution, but also must remember there is a place in our society for comprimise. They must point to the First Amendment AND THE CHURCH for that balance, thus compassion and charity.
    Remember this; The more legs you add to a platform, no matter their length, longer or shorter, that stool will seek out the three longest legs to provide stability. The word here is KISS (Keep It Simple Stupid). So, we must make our mission clear and point out, to the masses, the individual must be free to accomplish great things, not restricted by excessive law!
    We must remember the object is to have our beliefs seek out the three "legs" that support the U.S. Constitution, fearing any load placed on that table that could shift it to support the more socialistic ideals.

  19. The Surgeon General is in command of the US Public Health Service which has a "commissioned corps" of officers... This is what this sounds like.... They seem to be creating a reserve for the USPHS. They don't speak in the language of the bills as this being an adjunct to the military in any way. No mention is made of this being an armed force, only that it has commissioned members. I see no parallel with the SS/SA or any other paramilitary organization that has existed other than the commissioning of officers or the fact they will probably be uniformed as are NOAA and USPHS officers are. Let's not overreact over nothing. There is much to lament and even despise about the Obama agenda. Let us not panic about something that may be perfectly innocent.

The real scary part of this is that the American people were dupped so quickly and without real discernment of who he truly is and his dangerous objectives. Likewise, it also reveals who the accompanying enemy is...look at who he is surrounding himself with..and tragically there are members of Congress just waiting for a leader such as he is to follow!!
    Time for America to stand up and shout ENOUGH!!
    We are at a cross road and depending which road we take, therein lies the fate of this nation.
    Young America had to choose as well and thankfully they had the courage, determination, and God given leadership to take appropriate action. Thankfully my ancestor, one of the first Chief Justices of the United States was one of these leaders.

  23. Where were all of you when Bushie, Rummie and Darth were stomping all over the Constitution and declaring wars to get back at their old pal Saddam? Sending the Reserves to fight the wars is just a back door draft. Without the Guard here that leaves no one to take care of business when national emergencies arise. There didn't seem to be such outrage when the "Three Wisemen" were reigning above the law. When Bush point blank ignored the National Security briefing that Osama was determined to attach the US because he was on vacation for a MONTH. How about filling their pockets by contracting with Haliburton? Or ignoring Kenny Boy's antics at Enron? And of course I am sure Rove is licking himself preparing to get into the mid-terms and spread some outrageous tales of baby sacrifices and of course Satanic rituals performed in the White House. I love Fair and Balanced information and of course the minions that lap it up!

  25. It seems as though he is forming his own Gestapo and no one will stop him, just the way Hitler got the masses to believing whatever he said. The American people need to get him and the rest of his ilk out as soon as possible while we still have some semblance of the country we all grew up in. What is to become of our grandchildren--what kind of life will they have? Will we follow the way of other civilizations that rose and fell in 200 years?

Louisianna to the French, the English colonies to Great Britain, but we don't need to do that for the Spanish, as most of the Southwest has been "taken back" anyway. Then, we can try Nancy Pelosi, Harry Reid, Michael Moore, and those goons for treason and hang them from the highest yard-arm. Or, we can build a nice guillotine.

  28. Are you guys serious? This is about the United States Public Health Service Commissioned Corps. This has been around for over 100 years and is not an armed force. It is made up of doctors, nurses, and other professionals that work in high need areas like Indian Health centers and for public health clinics. This bill is to establish a ready reserve corps for the USPHS corps. This will help make sure more officers are available to respond to emergencies like hurricane Katrina or the BP oil spill. This is a good thing, so educate yourselves before you form an ignorant mob!

  29. Obama is straight from the devil. If you take a good look at what he has said you will notice that what he wants to do is to destroy America. He claims to be a Christian but if you watch what he does you will know that he is definately NOT a Christian!!! Now he wants to put Algazera on cable tv. I think that he wants that so he can recruit and inform his waiting "ARMY" of Muslims in this country.
